Put oven rack to middle position and preheat to 400 degrees.
Wrap beets in aluminum foil (individually) and place on baking sheet.
Roast beets for 50 to 60 minutes until fork can be inserted with little resistance (unwrap to test).
Remove beets from oven and carefully remove foil.
When the beets are cool enough to handle, rub off the skin with a paper towel.
Cut beets into bite-sized pieces.
Whisk together the oil, vinegar, salt and pepper (about 14 teaspoon each) in a large bowl. Add in the beets, toss to coat, and let stand at room temperature for about 20 minutes.
Remove pith and peel from the orange and cut into bite-sized pieces.
Add the arugula and orange pieces to the beets and toss gently.
Place in a serving dish and sprinkle with goat cheese and almonds.
