In a large mixing bowl combine the onion, garlic tomato sauce, diced tomatoes, cabbage, uncooked rice, salt and pepper.
Add ground beef and mix all together. Pour mixture into a 9x13 inch baking dish.
Pour broth over mixture and bake, covered with foil, for 1 hour.
Stir, cover and bake for an additional 30 minutes, or until rice is soft
